Simply the greatest Enemy of all. Also Known as the "American dream" or "It could be you". It is this that has been engineered to keep the people sane at this stage of injustice. During the stages of Dictatorship and Monarchy, as seen in less developed countries, fear was used to control. The OWO was smart enough to realize that, with time (as seen with incidents such as the American revolution and the peasants revolt), the people would start to rebel as humans hate being afraid.
